Travis Mickel, President 
Clark Pest Control
​
Travis grew up all over Montana, Idaho and Oregon and came to California when he was 16. At 19, he started his career in pest control with Clark Pest Control in Sacramento. He has worked with Clark for 31 years and is currently a Regional Manager for 7 branches in Northern CA. He has a Branch 2 and Branch 3 FR license and a QAL with the state of CA, and is an Associate Certified Entomologist (ACE).
 
In 2003, he went to his first PCOC meeting when he became the Branch Manager in Clark’s Salinas, CA location and began attending the Monterey District meetings, where he eventually became the Chairperson. More recently, he has been the Chairperson of the Big Valley District where he is currently serving as the Vice-Chair. He has also been involved with the Scholarship committee for several years and is currently the Chairperson of the Fundraising Committee.
 
Travis is married to Rachael, his wife of 26 years. Together they have raised three amazing children and are recently empty nesters, looking forward to this next chapter in their life together. They enjoy spending time with their kids and friends, as well as hiking and traveling.
 
Travis is dedicated to a growth mindset, striving to be better today than he was yesterday. He loves developing leaders and helping those he is around achieve their goals. His motto is ‘Celebrating progress, not perfection’.
 
Travis and Rachael currently live in Foresthill, CA, enjoying God’s beautiful creation every day.

Jacqui Clark, Treasurer
Woods Pest Control

​Jacqui Clark was born and raised in Redding, California. She is a 3rd generation pest control operator. She and her brother own Woods Pest Control, which has been in their family since 1980. Jacqui has her Branch 2 Operators License and is an Associate Certified Entomologist. She is the current Treasurer of the Shasta District and has been an active member of CAPMA since 2008, over the years holding district positions of Chair, Vice Chair, Secretary and Director. As a former recipient of a PCOC Scholarship, she has been honored to serve on the Scholarship Committee since 2014. Jacqui resides in Redding, CA with her husband, Chad, and their daughter. She is honored to be a part of her family’s legacy of service in the pest control industry.

Jen Fox, Second Vice President
Rentokil-Terminix

Jen Fox was born in Yonkers, NY and moved to Temecula, CA with her family when she was ten and has been a California resident ever since that move. She is an 18-year veteran of Terminix has held multiple field roles as a Service, Sales and Branch Manager and support roles as a Technical Specialist, Fumigation Compliance Manager, Regional Support Manager and Director of Service & Operational Compliance. She is currently the Director of Service Delivery and leads Rentokil-Terminix’s nationwide Central Operations, Operational Compliance, Systems and Subcontracting Relationships teams who support both the residential and commercial business portfolios. Jen is an Associate Certified Entomologist (ACE), has her CA Branch 1, 2 and 3 Operator’s Licenses, QAL with B, C and K categories, a bachelor’s degree from UCR in Business Administration and her master’s degree from the University of Redlands in Management. In addition to joining the PCOC Executive Committee this year, Jen is the Vice Chair of the San Diego District and Chair of Membership. She is also on the Leadership Networking Council (LNC) and Professional Women in Pest Management (PWIPM) Council for the National Pest Management Association (NPMA).

Jen lives in Murrieta with her husband Kevin and can be found at some favorite spots around town on the weekend and when time allows, they love to travel and experience new cities. Jen is also a member of the Barbershop Harmony Society and sings with the Temecula chapter, the Wine Valley Harmonizers.

Jen is extremely proud to be part of this essential pest control industry that is responsible for protecting people, their homes and businesses and getting to work alongside incredibly wonderful fellow “bug folks” not just at Terminix but throughout the entire PCOC association.

Vince Scoville, Secretary
Pest Control Center

​Vince Scoville began his journey in the pest control industry in 1988, working alongside his family at Pest Control Center Inc., where he started as a Branch II technician. Building on his passion for horticulture, he transitioned to the role of Horticultural Manager for both the Branch location and the entire company in 2009 after obtaining a QAL Applicators License. His extensive horticulture training includes expertise in range land and pasture management, tree identification, disease and insect control, and specialized knowledge in fruit tree and orchard management. In 2010, he further solidified his qualifications by acquiring an Operator's license.

In 2003, Vince became a supplemental member of the CAPMA and took an active role in the functions of the Big Valley District, where he served as Vice Chairman in 2004, Director in 2005, and District Chair from 2006 to 2008. Throughout his tenure, he has dedicated significant time to attending CAPMA Director functions across the state and has actively contributed to various committees.

Moreover, Vince has been deeply involved in raising funds for the Cares Fund and the Scholarship Foundation, and currently holds the position of Chairman for the Scholarship Foundation. Additionally, he is honored to serve as the CAPMA Association Secretary and member of the Executive Committee, bringing more than 21 years of dedicated service to the industry.

HIs extensive experience, unwavering dedication to professional development, and commitment to serving the community has been the cornerstones of his career. Vince remains deeply passionate about contributing to the advancement of the pest control industry and continues to seek opportunities to make a positive impact in the field.

Doug Belle, Affiliate Representative
Cardinal Professional Products

Doug started his career in pest control with Terminix in Hawaii, where he held multiple licenses and gained a great deal of in-field experience in the fumigation market. After that, he worked with Douglas Products on the west coast and internationally. He interfaced with distributors and end-users selling, stewarding, and supporting Vikane and ProFume. He has been active in state associations throughout his career advocating for the industry. Doug Belle is originally from Dayton, Ohio where he graduated from the University of Dayton with a degree in Communication Management. Doug has since lived in Japan, Hawaii, California, Colorado and loves spending time with his wife and daughter. In 2021, Doug took a new position with Cardinal Professional Products and is based out of the company’s Woodland office where he serves as the company’s Director of Sales.
